Water Heater Supply Lines

I am doing some work on my hot water heater, and need to replumb the lines going in and out of the water heater. I have heard that it is a code requirement to have at least 18" of copper pipe coming out of the water heater before using any other material (pex, cpvc). Is this true? Is there a reason for it? If it is true, does it have to be 18 vertical inches, or does it just need to be 18 inches (ie. 10" up and 8" horizontal).
