If you use it in a location with freezing it blows apart the first winter.
Even epoxy cannot resist the expansive pressure of freezing water.

i don't think so. they're located in pennsylvania where it does in fact go well below freezing. it also goes below freezing in NJ where dssxxxx said his parents have had it for 20 years now.

My parents deck is outside, but covered with a roof overhang. When it snows, it gets covered with snow and ice. I just asked them if they have ever had any problems and told me that once it was sealed, it never leaked or any other problems.

I lived in FL for 25 years and would estimate that 50% or more of the pool decks, which are usually in full sun all year and under constant assault by chlorine, torrents of rain, and power washing (for algea buildup)have this surface. The conditions are very extreme. It looks wonderful when new and shiny. Over time, the surface can become dull and individual pebbles loosen without resealing. Most people seem to get at least ten years out of theirs with no attention.
