low water pressure

My first and second story bathrooms have sufficient pressure in the showers and sinks, but the kitchen sink and one toilet have low water pressure. The cold water in the kitchen is sort of OK, but it takes a couple of minutes for the hot water to arrive, a total of 10-11 feet from the water heater. And the pressure is very low. The toilet doesn't flush well, needs two or three cycles to remove solid matter. I will try the trick suggested in the forum earlier on the kitchen sink, to see if there is obstruction. But Is 1/4 inch supply line the right size?
