valve stuck- is there an easier way

My cold water valve to the washer is stuck. I live in an area where the water is horrid- alkaline/minerals.

I was supposed to turn the valve every few weeks to make sure it didn't get stuck- I forgot.

My neighbor tried to loosen the little lever, but felt the whole thing would break if he used any more force.

Also, the hose has a bulge so I need to take it off, but it is also stuck.

Is there anything I could spray into the faucet to loosen this if I cut the hose close to the faucet?

We tried using two wrenches to torque it, but it would not budge. I am not very strong due to an injury, but if there was a second stronger person, neighbor did not think it would have made any difference.

I had the whole pipes replaced- both hot and cold about 5 years ago because of the same problem.

A water softner did not make any difference on the first set of pipes.
