Neighbor's Cat Needs Warm Place

We're not really cat people (would love to introduce one into our Labrador environment sometime, however), but it seems our neighbor's cat has chosen our home for a refuge at night. We have an upholstered bench in our entry way, it's covered and protected from rain and snow, but it's extremely cold IMO for a cat to be sleeping outside (below freezing now and later will be in the single digits or below). Gizmo sleeps on that bench -- he's there sometimes as early as 9:00 pm and I've seen him there at 3:00 am.

Assuming I can't successfully appeal to his owners to let him stay in at night, is there something I can put out to make sure he's warm enough? My husband suggested we put at fleece-like cover on the bench. Any suggestions? Do cats just like to curl up in the cold? I do think he's a wanderer, I've seen him coming and going during the day and he probably prefers to be outside, on the loose. But it seems wrong to me for him to be sleeping in freezing weather.
