toilet tank not filling properly..kohler ingenium valve

I have a Kohler toilet that is about 4 years old with an ingenium valve. Water is not coming up the valve and to the fill tube, but rather leaking out the lower portion of the valve. The tank fills, but extremely slow.

The only thing I've found in regards to troubleshooting is to pull off the valve cap, hold a cup over the valve, and turn on the water supply to try and flush the valve stem out. Is there anything else to try?

If I want to replace the entire valve, I've read that the Fluidmaster 400A is identical and it's only $7 at home depot. Is that replacement valve assembly to the same level as an OEM Kohler Ingenium valve?
