Soap doesn't affect the future insects. it kills the insects that are coated with soap spray. Just apply it to the heavily infested growth tips. I can't make out the image of the winged insect, but if it is nearly immobile and looks like a winged aphid, that's what it is. Many beneficial predators will be present when aphids are thick, including syrphid flies and larvae, lacewing adults and larvae, ladybugs and larvae, and tiny wasps. They will almost always gain control of the aphids within a few weeks. Wiping off the thickest concentrations of aphids is a suitable control measure. Spraying water is fine, although many of the aphids will climb back up the rose. Aphids don't do significant harm unless they encrust the stems continuously for over a week.

Here is a picture of a natural predator of small caterpillars. That is 2-inch angle iron support for the patio cover at my old house. There are about 200 cells designed to hold an egg and a caterpillar. I had 10 of those nests around my house keeping the caterpillar population at bay. When the egg hatches, the larvae eat the caterpillars before emerging as a wasp. I took the picture with my phone from about 2 inches away to make the point that these wasps do not have to be considered a pest. If you leave them alone, they will leave you alone. The basic trick is to have some confidence they will not hurt you and do not, under any circumstances, wave your arms around or swat at them when they fly around. Also touching the nest is a bad idea. So the suggestion is, if you are spraying the wasps around your house, stop doing that and let them take care of the worms on the apple trees.

Yes the water is draining inside (not on the floors) I think maybe I need to replace the pile weatherstrip at the interlock of the two bottom panels. Or maybe add some caulking outside the patio frame. I would really like to know where the tiny insects are coming from. Thanks
