The problem is not his jumping up on me, it's other people.

He is three, pretty good at obeying commands most of the time. The problem arises off-leash, say at the beach, park or dog park. Someone will have a chuckit stick or toy so the dog races over and begins jumping up trying to grab the stick. In the meantime I am racing over but he gets so excited I have to grab him and sit him down, holding his collar. Because it's someone else I can't knee him I can barely grab him - he goes a little ape. I am so embarrassed by this behaviour and am afraid he will hurt someone. At the same time I love our off-leash times. He didn't do this as a pup, it started later and obviously I am not handling it properly. The only thing I can think of that I haven't tried is to take a water spritzer with me. Any other suggestions?
