You didn't say how long you've had him but I'd just give him time to adjust. I'm sure before long he'll be looking for snuggles. Pekes are sweet dogs.

It will take time . One day --- after all your trials ... he will . It took my adoptee a year to bond with us .
It will HAPPEN AND YOU AND HIM WILL BOTH BE OVERJOYED !!

Just so you know, dogs with sight impairments often have acute senses of smell and hearing to compensate. I suggest you bring a couple of low fat treats with you onto the couch, and massage your pup while on the couch, make things pleasing. Talk to your pup more, and dont get too frustrated, like the previous answers your dog is older, and is in a new home, it may take a bit. The more time you spend working on training, like getting a ramp for the edge of the couch, or for your bed or any other higher area you will allow your dog to go to and teaching your dog to use it, this will help the bonding process. Give him some time and you'll be snuggling at his every beck and call. (Always thought that should be beckoned call. Makes more sense, huh?)

One thing I learned from my beagle, is never try to make a dog snuggle. If we let her up on the couch and made her lay near us, she'd toss her head back and forth and grunt and huff and just be miserable. She wanted on the couch, but she truly hated being cuddled for the longest time. It even took months before we were able to pet her without her freaking out, because she thought it meant play time.

We kind of gave up on her ever being a cuddler, until just a few weeks ago. We were both stretched out on the couch and she came padding over, ever so quietly, looking sorry for herself and giving us those 'please can I get on the couch' eyes. And we let her up, she came and sat on me, nuzzled her head into my chest and went to sleep! I was amazed, and since then all she wants to do is snuggle.

I know its a bit different because she's a lot younger. But if your dogs never been snuggled before, he wont know. So I suggest you allow him on the couch when you want him up there, but dont try to make him sit near you if he doesnt want to. Give him loves and pets, but dont over do it. Eventually he should come around and associate the couch with cuddle time.

For the time being, I would get on the floor with him. Hide some chicken bits under your shirt and get him to be close to you. One of my dogs from the very beginning, and still does, dictates how and when she wants to be held. I am well trained.
But sometimes I pick her up, strech her out over me and run my hands up and down her body while she licks my chin. At first she was resistent to this but now! I still postion her but she loves to cuddle this way when she feels insecure.

Maybe try putting a blanket across your lap? Might feel more secure on a blankie.

I agree with bumblebeez, get on the floor with him.

I just bought a fouton mattress super cheap at a close out sale, so I could lay on the floor with my old hound dog. He is so arthritic, he can no longer get on the couch. So I made a set up on the floor where we can sit together.

And give him some time. He needs to get used to you, your smell and your routine and then he will snuggle in.

My toy poodle will sit on my lap for hours, as long as I am petting her. She'll root under my hands to make me pet her if I stop. When I do finally stop, off she'll go. She likes to lay near people, but not actually on them if they're not going to pet her.

Maybe your Peke just isn't a snuggler?

He finally snuggled last night!!!!!! He is such a sweet baby and so gentle. I had him in my lap and my other dog beside me. Life is good!!!!!!!!!!!!
