Eco-friendly cabinet paint?

Hi,

We're in the process of painting our old wood cabinets and built-ins (c. 1939, so originally intended for paint). The cabinets currently have several layers of oil-based paint on them. We'd ideally love to paint them with a low-VOC paint that's more eco-friendly to work with as far as disposal, etc. We have a "green home" store nearby, and tried their recommendation---American Pride high-gloss paint. Even with two layers of primer between it and the oil-based, it worked terribly---very rough and messy-looking.

Do we have any real options on the low/no VOC front that can go over oil-based paint to get a similar finish? We don't need perfection, but right now we're worlds away from the clean, smooth finish the oil-based had. What's the best way to prep cabinets like this for painting to avoid these problems?
