Which paint for masonry basement walls

Hi everyone,

I could use some help painting my basement.

We have a basement, that is somewhat humid, but there is no water penetration from the walls. We have a sump pump and the property is properly graded.

The original owner painted the walls with a yellow oil-based paint many years ago. I cleaned, degreased, and etched the effloresence. We want to repaint. My original thought was a Waterproofing paint like Drylok, Watertite, etc. However, since the walls already have paint on them, waterproof paints won't bond correctly to the masonry block.

So, I was thinking, what if I prime the walls with Kilz Premium and then paint over that with a mildew resistant masonry paint? Or just paint all of the walls with Zinsser's Perma-White with two coats?

Any thoughts and advice are greatly appreciated!
