Basement Floor/Wall Paint

Want to start repainting my basement. It's below grade, poured concrete and is already painted--one wall dark green and the remaining walls and floors mint green. Yes, I know quite the eye-opener. I don't know what type of paint was used on this lovely color combo (enamel or latex) but want to proceed with latex. Question is, should I use a prime coat and then a top coat (hoping that will cover, two coats of color or are there other suggestions?? If I prime, should I use Kilz or Zinsser? What would you suggest for the top/color coat? Usually I use Porter Paints here in midwest, but I'd rather not spend that much $$$ for the basement--don't get me wrong, I don't want to go cheap but my basement is really only used for laundry & storage! I will prep all surfaces with TSP. Thanks for all replies, I'll post in the Paint Forum also.
