Am I doing this in the right order? Wall repairs and painting...

I stripped the wallpaper in my master bath. Discovered signs of a previous WP border which had been applied directly to the wallboard, then texture was applied to all the walls (over the border), then a skim coat was applied over the texture, and finally the wallpaper I stripped was pasted directly to the skim coat (no primer). Lots of chunks of the skim coat came off in stripping the wallpaper, and in some spots the border came off exposing the wallboard. Some of the paper on the wallboard tore off. And the WP adhesive seems to have melded to the skim coat, so that washing the walls multiple times still hasn't gotten every bit of WP paste off. I'm trying, but there's a good chance I won't get every speck.

So here's my plan of attack:

- Spot prime the exposed wallboard with Guardz.

- Prime all walls with oil-based primer to seal any remaining adhesive.

- Patch/skim coat walls with joint compound.

- Texture if I am not able to get smooth enough walls with the skim coat.

- Prime again (oil-based? water-based?).

- Paint.

- Re-caulk around tub and backsplash.

Does that sound right? Any suggestions are welcomed. I just need this to be DONE!
