circulating hot water heat

Okay, you gave me lots of help on my last problem, let's see how I do this time!

We've just moved into an old (1790) house. It has circulating hot water (the other house had steam.) Most of the heat seems to go upstairs, which overheats, leaving the downstairs cool, so the the thermostat (of which there is only one) activates.

My first question is: We have tried turning down the upstairs radiators in the rooms we aren't using. We can turn them all the way off, but we are concerned with possible freezing if the temps get really low (20 below or so). So we tried turning them on just a little. When we do that, the pipes leading to the radiator heat up, but the radiator doesn't seem to. So, will the hot supply pipe keep the radiator from freezing? Is there some warm water coming into the radiator that we can't detect? Have you got some better ideas??

I'll have some related questions later, but don't want to confuse the issue.
