Shelves in mudroom cabinetry too shallow

We've just renovated a mudroom/powder room, with (expensive) semi-custom cabinetry from Cabico. The mudroom wall has a bench, cubbies with closed cabinets on top, and an open bookcase/shelves:

The shelves in the closed cabinets (on mudroom wall and in pantry units on other side of room) fit well; they extend from the front to the back of the cabinets. The shelves in the open bookcase, however, are too shallow. There is a gap of 1.25" between the shelf and the rear wall, if they are pushed to the back, in the front - they barely clear the holders. It seems to me that they made a mistake, and didn't account for the fact that the unit was backless. I've started an email correspondance with the designer but so far he is saying that they are standard. This is semi-custom cabinetry, and I think that someone made a mistake, and that they should replace the shelves.

Any opinions?
