Mounting shelving on heavy plaster walls

We just moved into an apartment building constructed in the 1930s. We were told that the walls are made of heavy/horsehair plaster with a firewall behind it. We would like to put up some Elfa shelving to make a bookcase and this involves mounting a horizontal metal track. We placed masking tape over the wall, then drilled into it using 1/8" wood/metal drill bit. We have already gone almost 4 inches without hitting the firewall or an empty space. Is it possible to mount the track for the shelving directly in the plaster wall? We can't figure out what type of anchor we should use, if this is the case. We have also been told by some people that it's not possible for a plaster wall to be 3 or 4 inches thick, but we are pretty sure that we haven't hit concrete yet as we have only been using a wood/metal drill bit. DIY is all a bit new to us so any suggestions that you might have would be greatly appreciated!
