Overheating Problem with new Halo recessed lights

We are building a new two story home and have installed 5 inch Halo recessed lights throughout. The trim and bulbs have been installed. When temporary power was turned on, a number of lights turned on and then turned off after several minutes and then back on and off again. The contractor thought that the 75 watt bulb was too much although they are rated for this output. I think that the housings installed are Halo H5T units which are not supposed to have any insulation within 3 inches of the sides. Glass fiber Insulation was installed between all floors and in the ceiling. What is the best remedy for this problem: 1) Insist on replacement of all recessed cans with the ICT housing version that allows them to be covered with insulation ? (There are 99 total cans!) 2) Have each recessed can opened and push insulation away from housing if possible? 3) Change from 75 watt to 60 watt bulbs? 4) Place all lights on dimmers to reduce output? Thanks for advice on this problem!
