Electric v hydronic radiant heat for small area?

Hi. I'm new to this forum, usually over at kitchens, but have a question someone here may be able to help me with. We're installing radiant heat in our kitchen/mudroom remodel. The combined rooms are under 400 sf. Right now we're planning on hydronic heat tied into our current hot water system (radiators are everywhere else in the house) but I was just reading on a different site that electric is better for such a small space (ie. cheaper to install). My concern is that electric would be so much more expensive to run and that it would get too hot for the flooring we're installing (can't get hotter than 85 F). We live near Philadelphia so we have cold winters and this will be the only heat in the two rooms. Can someone advise me on which system we should install? Thanks.
