Hydronic Radiant Heat in Temperate Climate

We have an 80 year old, 2 story Victorian in the San Francisco Bay Area. This home has its original gravity furnace which does not heat the second story well.

As part of a general remodel, we are considering doing a radiant heat retrofit using stapled-up PEX on both the basement and 1st story ceilings. Does anyone have advise on:

1. The pros/cons of radiant heat in a temperate climate such as the Bay Area. Are radiant's slower heat-up, cool-down rates compared to forced air not well suited to the daily temperate fluctuations here?

2. The wisdom of doing staple-up for the second story (I would like to avoid baseboard heaters, if possible)?
