furnace vent is heating my attic and causing ice dams

Hi All!

I live in Utah at 7000' and get serious ice dams in the winter. I discovered that my furnace vent, which goes through the attic, is giving off a lot of heat, which results in ice dams. It turns out that not the entire exhaust line is encased in a rigid b-vent. There's a section of b-vent where the flue comes out of the floor, and another section of b-vent right under the roof, but in between there's just this flexible hose that looks like a clothes drier vent hose. It's that 4' section that all the heat is coming from. (I have a picture, but don't know how to upload it)

The furnace installer says this is up to code, but I don't see how. Furnace vents that go through unheated space MUST be in b-vents. If I can't get them to fix this, is there a way to insulate that 4' section?
