Replace AC coil versus replace AC unit

Need some opinions...

We have a fairly new house - two stories. Each floor has a separate heating/cooling unit. We've had problems with the upstairs AC unit since we moved in last year.

Last May (2008), the air stopped blowing cold, so we had a guy come out and said we were low on freon --- so we had freon put in. Didn't think anything of it (first-time homeowners, can you tell?).

This summer, we had a "check-up" and were told everything was fine. The next week, the upstairs unit stopped blowing cold. We got a second opinion and this guy said we were low on freon. He said that we probably (he couldn't definitively say without a "sniff test") that we had a leak in a coil and it would need to be replaced - ~$1500. He recommended filling with freon once more and then gauging how long it lasted us to help determine if the leak was growing.

The AC upstairs stopped working two days ago --- unit completely froze up. We turned it off immediately and have only been using it a couple hours a day since then.

So, now we are assuming the leak has grown since this fill-up of freon didn't last as long as the first one.

Our choice is this: replace the coil or get a new unit. The coil is cheaper. But, the unit is a cheap builders-grade unit. If we got a new unit, we could get a $500 rebate from the AC company, the $1500 tax credit, and potentially a $1000 rebate from the manufacturer.

What would you all do? I feel like it's way too soon to have to be looking at replacing the entire unit, but it doesn't seem like a quality unit. Any advice?
