central ac not cooling home sufficiently

In the process of moving into our "new" 18yo home and are having an issue with the ac cooling the house. We haven't moved anything into the house, just have been painting and the temp in the house will not drop below 80*. I just had a service tech come to the house since I have a home warranty and everything checks out, full freon charge, 20* drop, his thought were just poorly laid out ductwork, vents that blocked airflow, and the fact that it was 1 unit for a 2-story with a basement. I understand that the 1 unit setup is not ideal, however, I would think that the 1st floor would be able to drop to at least 76 during the day. What can I do to get this system to cool the house during the day short of rehauling the whole thing? Any input is welcomed.
