No vents to top floor - can I still use a heat pump?

We have a 3 floor home; basement, main and top. We have forced air through the gas furnace in the basement that heats the basement and main floor. But the third floor has electric baseboards. We want to install a heat pump to cool the place (we live close to Vancouver, BC and the summer heat is very hot if only for a few weeks). I was hoping to use the existing vents to pump out the cool air but since there's no vents on the top floor (where it's the hottest) that won't work. Is there an alternative? How much would it be to add vents - I'm thinking a lot.
