Need opinion: make-up air basement furnace room

I have a finished basement with a utility room at the back of my garage. The Utility room holds the gas furnace and hot water tank. I was recently told that to meet code, I needed to add makeup air to the room.

Because of the floorplan of the basement, I can't add passive vents to the rest of the basement, I have to add a 4" fan-in-a-can to the outside wall.

Is this going to make the basement really cold in the winter and cost me more to heat it? Or, some people are saying it will actually add to the efficiency of the furnace.

Does anyone have an opinion on this and is there another option I'm not thinking of that would be better? The furnace is about 14 years old so I'm not ready to replace it.
