Cold Air Return Outside Walls

I recently purchased a house that has an unusual heating flow. It is two story 3000 sqft with finished basement. The cold air returns go all the way down underneath the wood foundation. That is - they all lead down and empty into the cavity underneath the basement floor. This cavity is not insulated and it is exposed to the bare earth. The furnace is an upflow type so it sits with it's intake right over a hole cut in the basement floor.

I've noticed a few problems with this - the main one being the negative pressure created in the basement.

My main concern is heating efficiency as I live in Michigan and it gets quite cold here.

Is my best bet to tear walls out in the basement and run the returns directly to the furnace?
