Knitting help? (fingerless) gloves. So stuck!

I'm knitting some fingerless gloves and am rather stuck trying to understand the instructions. Any help-vv much appreciated. They are knitted on straight needles.

It gets to a point in the pattern where it says (half way through a row) TURN. it then syas 'next row' K1 P....etc etc. After turning do i knit to the end of that row, so the stitches are all on 1 needle and THEN start that 'next row', or do i start in as soon as i have turned?

Also, after having finished the thumb (first bit after knitting the main block of it) it says to cast off at the top of the thumb THEN to 'rejoin the yarn and knit up 2 stitches from cast-on stitches at base of thumb'. Any idea what this means? Particularly the rejoin bit, and how i go about it?

I have not been knitting for very long, mostly just hats and scarfs before, so i am rather confused! Thanks for any replies!
