In need of heating system advice

We just bought a house in MD that has a heat pump, which I've been told is slightly undersized for our house. It's 3 tons and we should have a 3.5 ton unit. The unit is fairly new(couple years old)I'm assuming the last tenants put it in themselves. Outdoor fan runs and suction line gets warm when running.

After the last big snow storm we got a $600 bge bill and our thermostat was only set to 65, and we have all the duct work shut off in our house except for 5-6 rooms!

Should we switch to a gas furnace, I've read a little bit about dual-fuel units. I can't afford another $600 bill. What options do I have? How much does it cost to get a new unit? I just need a little direction, any help is greatly appreciated. Please also list any qualifications so I know you're not just some guy who read something on Wikipedia. Thanks
