Follow Up on System question

Thanks in advance for help on the systems under the post the other day. Had a few more quotes. One more specific was:

3. Trane XV 95, 95%. Dual speed 100K (TUX1B080A9H3)

Trane XL15i 16 SEER single speed AC

Aspen Evap Coil (ACE36D44)

After all discounts and tax rebates, circa $5,100.

One thing is he, and some others, have said (and you all confirm), that bad airflow in upper rear bedroom will not be improved unless work is done). SO aside from commenting on the above system, juxtaposed particularly from the previous ones, can someone alos shed some light and scope and cost of what needs to be done for better circulation in an upper level rear room. Is this something in terms of work someone might be willing to do in order to differentiate bid?
