30K btu Boiler or Tankless Heaters?

We have a 720 s.f. single story cottage that we've air sealed and insulated (attic, walls & cellar/crawl space). The old oil boiler is 25 years old so we plan to replace it before it dies.

Heat loss calculations call for a 30k btu boiler. Design temperature is -3. Inside design temperature is 74. So difference is 77.

Will be installing standby generator which will require propane tank (no natural here) so conversion to propane is an option.

From reading HVAC responses to others asking about tiny boilers I gather there aren't a lot of options for Americans. Some say that with such a small residence don't even worry about condensing/modulating boilers because efficiencies will never bear fruit. Some say heat with tankless water heaters.

We have had one HVAC fellow in and he wouldn't even talk baseboard heat so we figure we'd better do our homework before talking to anyone else -- at least know what ballpark we want to play in. Too open to options sends the wrong message: we are not planning to rip out flooring and install radiant heat! Heat pump is not in the cards. Baseboard it is. Boiler with oil or gas. Some way to heat water. And there's the rub.

We did not see the fuel savings I expected with the air-sealing and insulation. Hubby says it is because we run boiler summer and winter for hot water. Have aquastat and 40 gal Superstor. Fellow who was here said to remove aquastat because constantly heating water but we didn't really follow him as to how/why.

Questions are:

Does modulating boiler make sense?

Do we stay with Superstor? We didn't jump on the tankless bandwagon because of hard water (water softener is not an option).

Any suggestions?
