New Advice for Heat/AC in new Attic space

I am having a craft room built in the attic space over my garage. The walls, ceiling and floor will be well insulated, but we will not tap into the house HVAC since it is already nearly maxed out.

This new room will not be used on a daily basis, and I have no problem turning on the heat or AC when needed, and leave it off when the room is not in use. The room will not have any windows, but there is an outside wall that could be pierced to hold a window-type unit.

My question is: Is it better to get a combined Heat Pump/AC unit or go with two separate units? I've done a search online and it looks like the combos will cost at least $450 - $600. It seems like a separate heater and AC might be cheaper. The room will be 10 x 20, so there isn't a lot of space to condition.

I live in the Atlanta area.
