Basement Prep for Radiant Heat Floor

I am remodeling my basement and want to put in electric radiant heat under tile. I have a half daylight unfinished basement with a concrete floor in a 60 yo house. What needs to be done to prepare the floor? Height is a concern so I can't add too much and don't want the expense of digging down. I don't think water is a concern (haven't noticed any in the 10 years I've lived here-no water marks). Also will radiant heat be enough to heat the basement (I live in Seattle so winter is in the 40's) or should I have a second heat source (upstairs is heated by gas furnace).
