Building Science Corp. (BSD 103 at p. 17) says that basement floors should not be covered with impenetrable flooring such as vinyl tiles, which inhibit vapour flow. What happens is that the moisture accumulates under the tiles, eventually lifts them and water flows onto the floor, often leading homeowners to assume there is a "leak". We had Allure put in two halls and one connecting bedroom over a year ago. Loved it then and still love it....I followed their instructions specifically and have not had any problems with the flooring at all. After it is installed the instructions say to mop it 3 to 4 times to get any sticky residue off, from the papers that separated the pieces in the boxes. I did buy the Armstrong no rinse cleaner they recommend. After thoroughly cleaning I put down two thin coats of the cleaner/sealer in satin finish. Both products are available at Home Depot. Now, occasionally I put a coat of the cleaner/sealer on. You do have to be careful and not drag anything across the flooring or it will leave marks. We had Home Depot install the floor and they did a great job. We have had no problems at all with any seams lifting.

NO vinyl flooring is suitable for exterior use. The UV will destroy it in a short period of time. Traditional tongue and groove porch decking would be the flooring of choice for your application.
