2009 International Residential Code Changes Coming Soon

Most US States will adopt the updated 2009 version of the International Residential Code soon.

This can be as soon as January 1, 2010.

Significant changes will occur for 1 and 2 family dwellings and townhouses constructed under the 2009 Code if it applies in your jursdiction.

Some are identified in the link provided below and can cause a significant increase in the cost of a new residential dwelling where the 2009 IRC is administered.

Although the link below is Pennsylvania specific, it is a fairly representative and helpful update for what will change anywhere the 2009 IRC will be in effect.

Highlights of Code changes are as follows:

BUILDING PLANNING:

1. CARBON MONOXIDE DETECTORS. Co detectors will be required in every dwelling that has either (A) and attached garage or (B)is heated using fossil fuels. CO detectors can be battery operated. The Code will also require that anytime a permit is needed for existing residential work, CO detectors will need to be installed.

2. HABITABLE 'ATTICS'. By redefining 'story-above-grade', the Code will recognize a new term. 'habitable attic'. This will create the potential for 5 levels of habitable space in any 1 or 2 family dwelling or townhouse. Under this change, a basement, 3 stories above grade, and and attic can be made into habitable space.

3. MEANS OF EGRESS. A clarification in the Code will extend the 'means of egress' from a structure to include any stairs, ramps, or other walkways to reach 'grade'.

BUILDING:

1. DECK LEDGER CONNECTIONS. For the first time, deck ledger connection, fasteners, and spacing will be indicated in the Code. The Code will also allow for alternate lateral load tensioning devices to be used in lieu of the prescriptive fastening tables.

2. WALL BRACING. The Code will increase in detail its requirement for wind and seismic wall bracing. The 2009 IRC will have 40 pages devoted exclusively to wall bracing compared to the 2006 IRC's 6 pages.

3. FOUNDATION CONSTRUCTION. Returns to the 2003 version of the IRC for foundation construction.

ENERGY:

1. PROGRAMMABLE THERMOSTATS. Programmable thermostats required in all new construction.

2. GAS POOL HEATERS. Gas pool heaters can no longer have a pilot light and must be on a timer.

3. POOL COVERS. Heated pools must have a pool cover to reduce evaporation. Pools heated to above 90F must have an insulated pool cover insulated to a minimum of R-12

4. LIGHT BULBS. At least 50% of all light bulbs installed in new homes must be energy efficient. (CFLs or similiar.)

5. INCREASE IN INSULATION THICKNESSES. There will be increases in insulation thicknesses from R-17 to R-20 in many locations, and a decrease from U.40 to U.35 for windows and doors.

6. BLOWER DOOR TEST. Energy compliance may include a 'blower door test' to assure that air leakage for the building is within prescribed limits.

MECHANICAL:

1. AIR DUCT LEAK TEST. Air ducts for HVAC will be required to have a 'leakage test'.

2. MAKEUP AIR FOR RANGE HOODS. Range hoods operating at 400 cubic feet per minute or more will be required to provide makeup air from the outside of the structure.

3. COMBUSTION AIR. Combustion air sections have been removed. Default is now "manufacturer's installation instruction".

ELECTRIC:

1. TAMPER-PROOF RECEPTACLES REQUIRED. ALL receptacles installed will be required to be 'tamper-proof'.

2. ARC FAULT CIRCUIT BREAKERS. EVERY circuit in habitable portions of the dwelling must be protected by a Combination Type Arc-Fault-Circuit-Interrupter. Previously, only BEDROOMS required such protection. Now, EVERY room in the house (except for closets, hallways and storage areas...and areas required to be Ground-Fault protected like garages, bathrooms, kitchens and basements) will require an AFCI at the panel.

3. INCREASED COVERAGE FOR GFCI. GFCI protection will increase to incluse ALL basement receptacles and ALL garage receptacles. EXCEPTION: Circuits protecting bruglar and fire alarms.

PLUMBING

1. FIRE SPRINKLERS. Last and certainly not least is the requirement that ALL townhouse constructed under the 2009 Code have fire sprinkler systems installed in compliance with NFPA13D after January 1, 2010. Single and Two-family dwellings will be required to have fire sprinkler systems beginning January 1, 2011.
