Do you turn the computer off then turn it on and immediately hold down the Ctrl key? This has to be done before windows starts loading. That should give you a screen where you can use the up arrow and down arrow to select the option you want.

Click > Start > Run > type CMD
You'll get your command prompt
or you can click > Start > All Programs > Accessories > Command Prompt

I'm not sure XP or newer has the old DOS command prompt anymore from Ctrl

Thanks bob414, but have tried everything. Then, thinking, I remembered when I have done the F8 key, perhaps something there in that menu?
On the screen there was:
1-Normal
2Logged(bootlog txt)
3safe mode
4step by step comfirmation
5-command prompt only
6-ssafe mode command prompt only,
and on bottom of screen
F5 safe mode shift +F5=command prompt shift + F=stepbystep confirmation

Right now, the font is large, and can't get the whole webpage on the screen, as previous, musta done something bad again.
I am frustrated again, but sure those who want to help me are frustrated also, that a person can't figure out these things for himself.
I also have tried several ways of trying to get that CTRL key to make that menu come up, fast, slow, and in between also. If no one wants to help, don't blame you a bit, I just wish I knew what to try on my own.

You can use 5-command prompt only to change the name of the file as the instructions suggest.
As for large font I suspect your screen resolution has been changed. Right click on an empty place on your desktop and then click on properties on the drop down menu. In the box that opens click on the settings tab. You will see a place to change the resolution. I think there is a slider that you can click on and move the pointer to the right. Try it and see if it helps and post your result.

bob, would I dare to choose the number five in safe mode, and change the name of the file, as suggested by earlier post and response from owbist?

Owbist didn't realize you were using windows 98. 'Safe Mode with Command Prompt' is not the same as 'Command Prompt Only' which is not available in the newer versions of windows. Use the 'Command Prompt Only' to rename the file. Be sure to copy the command to rename it exactly (spaces, everything the same as in the instructions) and you will be OK.
