Builder asking for more money for Septic Field Costs; Normal?

Before I address this issue with my builder I wanted to get opinions from some who have been through this in the past. I am in the late process of building a home on 2.5 acres with a well and septic system. During the perk test the health department provided the requirements for the septic field which the builder had in his possession prior to our signed purchase agreement. This week they are getting ready to put the tank in and have the sand delivered. He told me that the septic field plan was changed by the health department and may have to have more sand fill then expected. The lot to the east of mine was recently cleared and they are saying its too high for the current plans for my house (which my builders engineer drew up). He said he thinks the original cost may double.

My stance is that the Health Department shouldn't be able to "change" the plans on the fly. Whether the lot next door was cleared or not they should have known what the elevation was and what the necessary field requirements for my lot are. I have a tough time paying additional money out of pocket for this type of change. Is this normal?

First, contact the Health Department and get confirmation of the change. Yes, they can and will change things. But don't take the contractor's word for it.

That really stinks BUT sadly the Health Dept definitely has the authority to change your plans. They really couldn't care less what it does to your budget. You are at the mercy of inspectors if you want to get occupancy.

The first thing that came to mind as I read the responses from folks who said they were told their builder's O/A and profit was that they only got what the builder typically gives out for public consumption. The second thought I had was how on earth does a consumer compare the quality of work, schedule maintenance and ease of communication between contractors who quote a "fee" (whatever that means) of 8%-15%-20% or whatever? Is the "fee" the overhead/administration, the profit, both or none of the above? Sorry to say but none of these numbers really mean very much in the grander scheme of things for consumers. What (should) matter to an owner is the quality of the work, how long it takes for occupancy, if the builder can carry on a resonable conversation using simple declarative sentences, and the bottom-line expense to be able to move in and occupy the completed house. And appraisals (for financing and insurance) are often in another world entirely unrelated to construction costs which is called "comparable sales" by appraisers/real estate agends and the most boggling phrase of all "replacement cost" by insurance reps. It's natural enough to wonder and even ask about builder's O/A and profit. Just don't think you're going to get a useful number. Just my experience.

We are building a house with 5 bedrooms (actually adding onto an existing house) and had to go from a 3 bedroom to 5 bedroom septic system - due to space limitations we had to go with the chamber system (Infiltrator is the only approved in VA) We had to hire a soils engineer who was a complete idiot and couldn't read the chart right - we ended up designing our system ourselves and having him stamp the plans (I am a Civil Engineer so at least knew a little bit about site drainage and issues) It reduced the size of our drain field in half over a conventional system. I would HIGHLY Recommend you double check your engineers calcs (if you can) no matter which system you use - just because they are a "Certified" soils engineer doesn't really mean anything in my book - Our "Certified Guy" had us putting in 2 more runs that we didn't need just because he didn't know how to read the chart right - and he had supposedly desinged 100's of these (feel sorry for the people who didn't check and probably installed more than they needed) We actually did the installation ourselves (VERY EASY all you do is dig a trench and snap the pieces together) - we installed the optional test ports (which my husband loves) you can open them up and stick a stick doen to see how much water is collected in the system and make sure they are working properly (when we took out our old system - 2 of the 6 lines were clogged and weren't even working and didn't look like they had worked in years. We have had ours in operation for 10 months now and all lines seem to be working great. I would HIGHLY recommend going with this system.

I am looking at some bamboo wood flooring options I really like, and based on my square footage, I could take a few days off work and install 1000 sqft of flooring myself fairly easily. A friend of mine did something similar to this -- it was years ago. She bought a condo, and carpet was the only option. She has allergies and cats, so she wanted hardwoods (or maybe it was laminate, or whatever). She couldn't avoid putting in the carpet, but she asked the installers not to stretch it much, just to lay it down. The day after the place was "hers" -- before she moved in -- she had the carpet removed and the hardwoods installed ... and she donated the carpet to something like H-for-Humanity (and got a tax write-off). I am failing to see how. Even with these floors? Please educate me, seriously. The problem is that Sophie will find a problem with anything. If you'd said laminate, she'd have had a different complaint. If you'd said tile, it would've been something else. I personally have no knowledge of bamboo floors. I'll just say be sure you're keeping all your choices in line for the neighborhood. What you're doing will be some trouble to you, but it's creative thinking and will save you money. Now, what else can you do to bring down that 100K number?

@Seabornman We closed on our construction loan this past week and excavation starts this coming week. The only invoice we have been given so far is for the septic design but no other estimates have been presented to us. The perc test was complete before we purchased the lot. Our lot is 3 acres and flat, the development we are building in has not had any major issues with rocks on the other lots. I was expecting to have estimates from our builder prior to closing for the septic and well so am now just mentally preparing for overage bills to come rolling in. Hopefully they don't, and then I will be pleasantly surprised :)

Many requirements can change from the time you did your original plan to the time it's actually constructed. In addition to the septic issues, you might want to see if any well regulations have changed. And you also want to be sure which version of the building code you have to satisfy. It's become more restrictive on many things, including insulation levels. Of course, you can always plan to do things above the code minimum, and you won't have issues with just skating by under the minimum.

Around here, the health department has the final say in septic. If they won't pass it, you won't get a CO.....so....

I'd call the health department just to confirm what you are being told is true. You can ask them some friendly questions about why the change, etc. - but at the end of the day, they really hold all the cards here. And no, they don't care what it does to your budget.

Good luck - I had a minor septic issue too. It cost more, but it worked out fine in the end. It's just money, right? Ha-ha. :)

Thanks for the responses. I just spoke to the health department. Essentially the plans (and thus the budget) called for the "minimum" acceptable amount of sand. When the health department came out to check the progress they determined the minimum ammount of sand was not sufficient. Stinks but I would rather have something like a septic field be done right the first time :)

How can a few loads of 'sand' double the cost?? How many loads of sand are they talking about?

The health department determined that my field required 650 cubic yards of 2NS sand. The original plans called for roughly half that due to the actual grade/elevation of the house, etc. The cost of the sand went from ~$5500 to over $10K.
