Today's neighbors may let you build it, but the ones that come later may make you tear it down. No tool shed is ever large enough. JMHO

just make SURE you no longer need them before you get rid of them! my wife cannot understand why i always want more screwdriver sets, drills, etc. i keep a full set of common tools in the house, a larger set in my truck, and then 4 tool boxes full in my workshop. each tool box is dedicated to a specific task(plumbing, electrical, general purpose, and auto) and of course this means i have several duplicate tools. but i ALWAYS know i have everything i should need when i grab a box. so unless you are moving to an apartment/condo that will not require you to do anything around the house, i would say to keep most of them.

I was very lucky, when I started I had a friend who didn't have time for glass any more, so she loaned me her tools, including an older grinder but still very functional. So I could take my time getting my own stuff. DH got my grinder for Christmas one year...he still hasn't gottem me a saw though, maybe he doesn't love me anymore, maybe I should make an issue of it....hmmmm. If you are using glass in mosaics only, grozing pliers should work fine...however a grinder is really good to have. Grozing takes more patience than I have.

You might be able to use some tin sips to cut the spoon handle and split the tails. Welded possibly, depending on the metal used. You might be able to use something like jb weld to glue the parts together. I use GE II CLEAR SILICON CAULK for outdoor use in all of my outdoor crafts but I don't know if it would hold the metal parts together. I would go get some JB Weld the original or the kwick Weld and try it.
