Can someone help me find a fast internet service?

I'm so frustrated with AT&T. They offer 4 speeds of internet and only the two slowest speeds are available on my street. That doesn't really make sense to me, because it seems like if they have internet in my area, all speeds should be available. Anyway, I went to order internet for my new house and guess what? The two highest speeds (6 MBPS & 3 MBPS) aren't available at my new house. I talked to one of the customer reps online and he said he wasn't sure if it wasn't available or if all the slots were filled up. What does that mean? I started searching for other internet companies and Earthlink is the only one I could find that has the high speed(7.0 Mbps)available. If all DSL providers use the same phone lines, how can one offer a faster speed than the other? I just want to make sure they're not telling me I can get it when I really can't.

I'm going to work from home and I have to have a secure line, so from what I understand, that means I can't use fiberoptic/digital. My other option would be to go with Time Warner Cable. It says my area has the "up to 15 MBPS" and "up to 7 MBPS" available. Cable seems to go out alot quicker in bad weather than the phone lines, so I'm a little nervous about going with that.

BTW, I have AT&T's 768 KBPS right now and it is painfully slows.

Any suggestions?
