What have you tried?
Right-click along side the IE page tabs and see if the Google Toolbar is checked. If not, left-click on it and the toolbar should pop up.

I have tried that and nothing happens.

you could try re-installing it, I personally don't like add on toolbars, but some do show up in add remove programs so you might try removing then re-installing it.

are you trying this on Internet Explorer or firefox or what type of browser?
