You'll need to use the software that came with the printer. Once it's installed, you should just be able to press the "Scan" button on your printer and the program will run automatically.

The software is installed, but when I scan a document to my computer, I can not write on it. I even tried to re-install the software but still nothing. A friend at work told me to scan and send it to paperport, I either don't have this or I am just too computer illiterate to understand what he is talking about.

You seem to have a better than average all in one so you should be able to use the OCR capability (optical character recognition) and expect success. You seem to want to scan this doc then modify the content so study the OCR part of your software.
