What do you think of this code required shower floor install?

The contractor I've been considering normally uses one of those white (acrylic?) floor pans. I told him I wanted a tile floor and suggested Kerdi based on what I've read here. Also said I wanted to get permits. The contractor called today and said the permit requires the tile shower floor be built with a sloped thickset, rubber membrane, another thickset, then thinset, then the tile. He said the second thickset was something new. Do you see any problems with this method? He is looking into the Kerdi pan without the wall coatings and the Tile Redi pan, but Bill V said he doesn't recommend the Tile Redi pan. For the walls, he said he has always used Durock cement board,thinset, tile and sealer. Those of you who understand all this stuff, what do you think? Thanks.
