GE Monogram induction large burner problem

My GE Monogram 30" induction cooktop was installed yesterday, and I love it except - that the large burner doesn't work like it should. The large burner (11") is supposed to be the super burner at 3700 watts, but in fact I haven't got it to boil water yet.

I put a large pan (9" which is within the size limits for this burner) with about 3" of water on, switch the cooktop to H (power boost) and it gets warm, but doesn't boil: it definitely gets warm, it does the typical power boost buzz, but after 7 minutes (not the documented 10) switches to 9, and it never boils. It seems to scale down the power after a minute or so. If I then switch it to one of the 7" burners (2500 watts) it boils rapidly.

Anyone any ideas? I want to make sure I'm not being an idiot before I call GE. Everything else works fine on it. Thanks.
