Mirro Matic 16 quart pressure Canner

I have lost my manual for it. It was probably made sometime in the 80's. I don't remember for sure how much water to put in the bottom. Would it be 2 quart? I am wanting to can beef for the first time in pint jars. I understand that you pack lean beef in jar within an inch from top. Add salt, and pressure for 75 minutes at 10lbs pressure. Is that correct? I have chuck roast to can.

Any pointers, and how much water?
