I live in central Indiana and my Wintergreen look the same way. They should start to grow again soon. The late freeze hurt them some. I would not worry yet.

Just remember that herbal teas are medicines, and should be treated as such. I've not looked into A. rupestris, but A. foeniculum is mainly used for cold and flu symptoms. It is often used as a substitute for Anise, which gives you an idea of the strength of the flavour (since it is Anise which is mostly used to make commercial 'liquorice'). For my taste, a bit gutsy as a beverage, and a bit of a penance even when you're sick!
