Red Robin won't hatch... Is it bad seed?

So I ordered some Red Robin seed from E-bay and tried to germinate them in my usual manner i.e., plant 4 seed/bag 1/8" deep of potting soil - water and wait. Only 1 in 16 germinated in 70F degrees under a grow light.

So I contacted the seller asking for her technique. She said to plant them 1/8" deep, and place a layer of vermiculite over the soil and leave them in the dark until they germinate. Another week and nothing. I didn't have vermiculite so I used perilite instead.

How can I tell if the seed is actually bad? I'm running out of seed. How do you get these dwarf Red Robins to "hatch"????
