Saving Seed vs Breeding Dogs

OK, say I have an open pollinated tomato variety named ABC. It is a large fruited indeterminant. I want to try and get this variety to make even bigger fruit so I save seed from only the biggest tom each year for 15 years. My understanding from reading posts here and elsewhere is that I will fail in my qwest. That all seeds from the same plant are the same.

But haven't dog breeders selected for size? We now have tiny poodles bred down from large animals by selecting only the smallest each generation.

What's the difference between dogs and toms?
