garter snake population boom

I don't know what forum this topic properly belongs to, but hope to get input here. I have a half acre lot with one very large perennial bed and several smaller ones. The property backs up to an overgrown meadow with trees behind. We have a shed in the back on skids with gravel underneath. This summer I encountered 8 garter snakes total, which is about 7 more than normal. It was average in terms of heat and moisture. I know garter snakes are good critters and I don't mind them as long as I don't see them! Just wondered if anyone has a theory on why so many slithered out to give me a fright this particular summer. Most of them were seen in the grass and a couple actually got chopped in the lawn mower when they were in the wrong place at the wrong time. Yuck. Could they be multiplying under the shed? If so, is there a way to keep them out?
