Grows well enough in southern California near the coast, and not really that hard to find either, San Marcos Growers grows it, so it should be available in San Diego County's better nurseries. I'm not sure how it responds to more summer heat, it thrives in fogbelt gardens here, and is totally undemanding here in the SF East Bay. For whatever reasons it just isn't seen that often in gardens, although it has been listed in Sunset Western Gardenbook for decades. And Al, that shot is not improperly rotated, the flower buds do stick straight up before they open, perhaps a peculiarity of the genus. I could see this as being a great understory plant below Jacaranda trees, with similar blooms at the same time of year, although Jacarandas are probably another month away from blooming here, maybe even longer with how strange the spring weather has been.

Hi J If this is Buddleja salviifolia then I can help. It grows wild around where I live. I have a planted one growing in my garden. It is frost and drought resistent once established. Mine survived a black frost with a low of 23 deg F (-5 deg C) last winter. I would protect it for the first two years though. It is very fast growing and does require some space to spread. It is mostly shrubby but you can prune it into a tree shape. It is definitely "water wise" plant. It will require water in summer if you are in a winter rainfall area. It is semi-evergreen and will drop some leaves in fall. Do not plant too close to structures because its roots are reportedly aggressive. Plant it out in spring after all danger of frost has passed. It will grow in any soil but add plenty of compost when planting and it will reward you with masses of divinely scented small light pink flowers in early spring. It flowers when quite young. It is easily propagated from hardwood cuttings or seed in the growing season.

Cupaniopsis anacardioides looks to be right. I though it was a South African native because I spoke with the local municipality and someone from the local botanic gardens happened to be there and said it definitely wasn't Australian and all he knew was that its South African. That's a pretty sad thought that the people running a botanic gardens cant recognise an Australian native.
