Help! Every Yr Millions of Flying Insects Hatch from my Oak Tree

Guys/Gals,

I have this oak tree at my lake home in North Carolina (1 hour north of Raleigh near VA state line) that is home to a very odd insect that hatches in the MILLIONS each year about this time (July 1st). They swarm the back yard and hang out on the leaves of the tree and cover you as you attempt to walk down to the dock. If you distrub the tree it literally RAINS these flying critters. Which have tails in excess of 2-3" in length.

Thankfully they don't sting or bite, but if there was a way to reduce the nusciance I'd like to try.

Below are the best pictures I could capture in hopes that someone can help me ID this insect and prescribe a remedy for the annual invasion.
