We have Knockout rose in Israel. I dialed up some photos. It's very similar, but not the rose I'm interested in. I had to screw up my courage just to take photos. I'm not sure the people living in that building will understand I'm chopping off bits of their rose for propagation. They'll think I'm picking their roses. People in this city ended up in the ER for less :) As for TLC, the owners appear to favour tough love a- la-mow-and-blow. Could this rose be Red Simplicity? There is a Western Azalea native to the area and it has a lot of color variability so one has to buy it in bloom to see what color they will really be getting. I remember it was called Rhododendron occidentale (latin name) but I forgot the most important part... its bloom color. No idea??? but you can check around. Other possibilities to check: Flame Azalea, aka, Rhododendron calendulaceum or Cumberland Azalea, aka, Rhododendron cumberlandense

I am not around when the bloom is fully open which is in the middle of the night. But I don't smell anything (with my terrible allergies) if a sniff what is open. It's probably what it is, but it's just not doing well because of lack of water and light and crappy soil. LA is basically an irrigated desert.

Thank you both. I keep going back to Matucana on Llifle, so I also think that’s what it is. I got it at Lowe’s, on clearance For $1.00. Didn’t seem to have a thing wrong w/ it- no rot, pests, etc. Its done well. I got a Matucana aureiflora ID from someone else also, one of those FB c&s groups. I do have it in slightly lower light- its under my eave on my porch, wedged in between two other small pots because it is a 4” pot & I don’t want it to get blown over as it would sitting by itself in full sun. It does get all day direct East-west sun, so some good evening rays before sunset. Just knowing what it is is good so that I can take proper care of it.
