Advance HOWR Warning for Local Birders

I hope I don't incite another HOWR debate. What I would like to toss up for dispassionate discussion is the possibility of advance warning for local birders when HOWR are migrating North in spring time.
My local (Ontario) Rare Bird Alerts do not report the HOWR because it is a common bird. Yet, I do not like to put up wren guards too early, as it decreases the chances for nest box occupancy. Hence, I like to know when spring migrating HOWR are 1 day South of me and take precautions then.
Any ideas on how to accomplish the advance HOWR warning?
